I didn’t see it but are these numbers including government spending as part of the GDP microcosm ? If so why and if not, why?

Government outlays are not measured directly, but the effect is captured. For example, if someone spends their social security check, that's captured in personal consumption and retail sales.

If the government spends money on infrastructure, the goods used in that building are captured in a boost to industrial production.
